What am I supposed to do with this??

I'll repeat it. What am I supposed to do with this? The hair. Not the girl. It's growing in patches and completely uneven. It's curly and straight and frizzy and OUT OF CONTROL! It's a mullet with a life of its own. I now I need to take her for her first haircut so they can at least shape it but it's bittersweet since she barely has any hair to begin with!!
